Yes. It reads the job’s details and description and drafts an ad in the chat. Edit it there, then ask it to create the ad in JobAdder when you’re happy with it.

Can it find jobs that need attention?

Yes. Ask which jobs have no applicants, haven’t been updated in two weeks, or have been open for 30 days with few submissions, and it checks JobAdder live.
